I would like to rent a car with Budget, to go from Corfu to the continent, and then Zakinthos, but I read in the conditions that Budget Greece will not allow a car on any ferry or ship. Can you please tell me if that restriction is correct?
That is correct and is the case with ALL rental car companies. As It's an Insurance issue.

OK, thank you. Then I have a problem because I want to go from Igoumenitsa to Kyllini (port to go to Zakinthos) but I do not find a possibility to drop the car at the Kyllini port. I can only frop it at a hotel in Kyllini which is 2h1/2 hours away (by foot) from the port.

The Saturday morning could be the problem.
Try a Friday return, just to see if it makes a difference.
My trip is : Igoumenitsa : from Monday 7 Aug, to Kyllini on Monday 21 Aug (it's all Mondays, no Saturday).
Then that combination is NOT possible. The website will show results ( car photos ) when it is possible.
